Dear fellow citizens and family in West Bekaa - Rashaya area:
Stemming from our continuous fight for the sake of freeing to our country and regaining our human rights and the reign of justice in opposition to abuse and sectarianism. Depending on our history in defending the rights of our people, we, hereby, declare the beginning of a new journey in which we make ourselves available to serve our people and strive to achieve a better future for our country.
The social and economic crisis that Lebanon, in general, and West Bekaa- Rashaya area, in particular is currently suffering from has motivated us to put more effort to support our people and try to mitigate the effects of this crisis on them. We will continue to do that by God’s will.
Our success in the upcoming parliament elections would but a delegation from our people in West Bekaa and Rashaya to contribute in building the better future they are all yearning for. Therefore, we present to you our vision and plan of action which we hope to achieve in the coming days. This plan will be the criteria upon which you will evaluate our performance during the 4 years of serving as parliament members.
Our vision is divided into parts: one at the level of the country, and another at the level of the West Bekaa- Rashaya area. This vision aims at building a state, not just legislations, and we are presenting it to hoping that it is up to your expectations and is a good base to evaluate our performance.
Electoral Program:
1. Establishing the belief that Lebanon is the homeland for all its citizens without any discrimination or bias, and based on the rule of citizenship that guarantees equity in both duties and rights
2. Lebanon is a free, sovereign country with an Arabian identity and the Lebanese citizenship is but part of our belonging to the Arabian culture.
3. Lebanon’s independence, sovereignty, and Arabian identity, in addition to its land and sea wealth are all national conventions that accept no compromise.
4. The belief in all religions away from any extremism or sectarianism
5. Working to create a political, democratic regime in a modern democratic state that respects the authority of the people and is built on the principles of equity among all fellow citizens. A country where the law and institutions protect the people’s freedom and human rights as guaranteed by the constitution and the International Declaration of Human Rights.
6. Israel is Lebanon’s and the Arabic nation’s nemesis; freeing Palestine is an Arabic cause, and all of Lebanon is involved in the recovering of our occupied lands in Chibaa farms, Kafarshouba Hills, and Al Ghajar- using all forms of resistance.
7. Lebanon’s foreign affairs should be based on the principle “We befriend those who befriend us, and oppose those who oppose us”, making our relationships with other Arab and friendly-international states as a priority but also based on equity and mutual respect, and confirming that Lebanon’s sovereignty contradicts any association with foreign states and that our free decision is the basis of our independence.
1. Fully conforming with the constitution and strengthening constitutional institutions, which are the foundations of the country, against corruption, nepotism, and sectarianism.
2. Conforming to the complete implementation of AL Taif Agreement especially the items related to political and institutional reform-namely the election of a non-sectarian parliament and a senate, decentralizing governmental institutions, equal development and the cancellation of sectarian politics and preparing the required legislations for this.
3. Working to legislate the law of an independent judicial authority and working on the required reforms on the law of the Constitutional Committee, its internal regulations, and electing its members.
4. Working on revising and amending the current election law on the basis of considering Lebanon as one electoral area, away from sectarian rules, and based on percentage of voters, and giving the youth aged 18 the right to vote and aged 21 the right to run for the elections
5. Building a modern, civil state that is founded on democracy and public freedom, human rights, and law abiding.
6. Committing to defending Lebanon’s unity, Arabic identity, and independence against any attempts to divide or federalize it.
7. Committing to protecting Lebanon’s sovereignty and national decision against any foreign oppression or interference, and working to free our occupied lands and protecting Lebanon’s defense strength that comes from the complementary relationship between the national army and the resistance on the base of the national unity in defending Lebanon against the attacks of the Israeli enemy on our sovereign lands, sky and sea.
8. Reinforcing the role of monitoring bodies especially that of the central inspection agency and accountability office; as well as amending the laws that guarantee these bodies’ independence and efficiency. In addition, making sure that all public sales are subject to closed bids under the authority of the Bids’ Office and not accepting doing them through mutual agreement.
9. Reviewing the law of robbed money and applying this law to everyone who has held any office since 1992; and applying the legal principle “Where did you get that?”
10. Getting back the lands that were possessed on the shores of the sea, banks of rivers, and in land within one year; then, reviewing the law of pricing estimates of these lands.
11. Seeking to amend the items 10 and 15 of the law of “unlawfully getting rich” number 154/99 by cancelling the 25 million LL required to file a law suit under this law, and the fine of 200 million LL and imprisonment in case the defendant is not found guilty.
12. Issuing organizational decrees for the law bill numbered 664/2005 concerning creating an office for a government’s agent to fight corruption.
13. Subjecting the employees of public institutions to the principle of salary raises periodically in the public sector.
14. Stripping immunity from employees of the public sector and subjecting them to the questioning of monitoring bodied without going through their superiors.
15. Reclaiming the creation of the Ministry of Planning and Design and laying the legal grounds for this purpose.
16. Terminating all the public institutions and councils that are non-productive and that have contributed to increasing the deficit and have established a culture of wasting money without being subject to questioning from monitoring bodies.
17. Activating mechanization and information technology in order to clarify and achieve the concept of smart government. This would help facilitate citizens’ daily paperwork in government offices and would lead to the use of application in order to break the cycle of administrative routines; in addition, it would help prevent corruption and protect public finances.
18. Terminating allotments of former government leaders and members of the parliament.
19. Terminating end of service compensations and replacing them with a retirement salary in all employment sectors.
20. Minimizing expenses in the budgets of presidents, ministers, representatives, public employees, embassies, convoys, and office supplies.
21. Limiting benefits to one salary from the government’s treasury for any employee or producer.
22. Enforcing a defense policy maintaining the elements of strength for Lebanon through the trio of people, army, and resistance; and maintaining the balance of strength with the Israeli enemy.
23. Reinforcing the abilities of the Lebanese army and varying the sources of its weaponry so that it would be able to protect the country from any attacks.
* On the economic level:
Laying the foundations for the transition from a rentier economy that benefits the few to a productive economy that secures the interests of the majority of the Lebanese through the following urgent measures:
1 - Opening the door to volunteering for civil society associations with the aim of supporting the interest of “consumer protection” to control prices and prevent their rise.
2 - Providing soft and subsidized loans to young people to establish small and medium companies in the productive and digital sectors.
3- Suspending the import of some luxuries for a specific period to reduce the trade deficit.
4 - Importing petroleum products directly from the state to prevent monopoly.
5- Importing wheat and flour through the Office of Cereals and Sugar Beets.
6- Developing a productive economic policy based on:
1- Developing a plan to solve the electricity crisis by constructing gas-powered factories and promoting alternative energy. This will be implemented over a period of one and a half years.
2- Supporting investments in the agricultural and industrial sectors, and marketing and promoting Lebanese production abroad.
3- Establishing an integrative partnership between the public and private sectors with the aim of reviving the economy, which is based on industry, agriculture and services.
4- Confronting the monopolies that control the markets for: food, flour, medicine and fuels.
5- Imposing fees on imported goods and competing for the same product locally to limit import and contribute to reducing the trade balance deficit and the balance of payments deficit.
6- Establishing free industrial zones with advanced infrastructure and reduced taxes, and providing them with electricity and communications at encouraging prices.
7- Supporting agricultural production and expanding agricultural areas through land reclamation and supporting agricultural projects and agricultural manufacturing, developing irrigation systems, increasing fisheries and providing health guarantees for farmers.
8- Encouraging the digital economy and its emerging companies based on creativity and innovation, and allocating a special area for these companies equipped with appropriate infrastructure and superstructure, similar to “Silicon Valley”.
9- Developing the petroleum sector management authority in Lebanon and accelerating the steps to start drilling for gas and oil.
10- Developing five- and ten-year economic plans and programs within the framework of a sound economic vision and evaluating them every two years.
11- Working on reforming and developing the telecommunications sector to increase its productivity and form the regulatory body for it.
* On the financial level:
A - Restructuring the public debt:
1- Restructuring the public debt, not rescheduling it, and obligating banks and those benefiting from its interests to contribute to reducing the public deficit.
2- Direction to permanently stop the policy of indebtedness and increase the public debt.
B- Carrying out tax reform:
1 - By applying the progressive unified tax system to companies, institutions and people.
2 - Not to impose new taxes and fees on citizens and families for a period of three years.
3- Raising taxes on the profits of banks and money transfer companies.
4 - Introducing a wealth tax and increasing the wealth inheritance tax.
5- Raising taxes on half of the interests, rents and profits.
6 - Cancellation of tax exemptions and reductions for “Solidere” company and all real estate companies.
7- Enhancing mechanization and putting in place mechanisms to prevent tax evasion and customs smuggling that takes place mainly through legal and illegal crossings.
C - Privatization: Implementing it when needed by means of technical controls, the most important of which are:
- B.O.T i.e. the obligation through the three C mechanism “construction, operation, transfer” in order to construct new facilities and projects.
When selling a share of the capital of a vital facility, the following techniques should be adopted:
- Retaining the ownership of half of the capital + one, or with a minority objection.
- Keeping the golden share, which gives the state the right to veto the decisions of the board of directors.
- Forming a solid core of shareholders to ensure the stability of the institution's capital.
- Adopting privatization through the orientation of popular capitalism, i.e. directing to sell shares of institutions and facilities at prices that allow the middle and popular classes to participate in the privatization process and to buy shares in foreign currency, especially with Lebanese abroad.
D - Establishing a sovereign fund to donate to the Lebanese treasury from the wealthy, institutions, major companies and every capable citizen, and asking the Lebanon Bank and major banks and expatriates to contribute effectively to this fund.
*On the monetary level:
Preserving the purchasing power of the national currency must be at the top of our regulatory priorities, and it is vital for the Lebanese citizen, especially for middle and poor families, which requires taking quick measures to maintain the exchange rate of the pound, including:
1_ Establishing controls on the monetary situation by ensuring that the exchange rate of the Lebanese pound is fixed against the US dollar for a limited period.
2- Reconstructing the banking system according to the needs of the society and distributing the losses without depriving the depositors from any of their rights and allowing them to withdraw their deposits when they want and according to money and credit law.
3- Launching laws to tighten the control on the banking market and to impose penalties to prevent local currency speculation.
4-Launching and amending laws that impose the banks to improve their transparency with their customers through providing them with foreign currency. Moreover, deleting all the procedures which froze all the facilities for industrial, agricultural, and commercial sectors.
5- Impose temporary regulations on the movement of the external transfer of capitalist which occurred before 17th of 2019.
6-Demanding from friend countries to send deposits to the central bank in order to enhance the trust in Lebanese local currency.
7-Amending the code of money and credit in which the role of central bank will be only setting plan of credit with the help of ministry of finance aiming to serve political and economic goals, in other words to liberate the Lebanese economy from the hegemony of the central bank and its credit plan restricting the role of aforementioned bank into reducing the price of the interest to encourage productive investment.
8-Retruning back the value of the financial engineering with its interests from the banks and the people who benefited from it during a period of three months.
9-To do a book inventory of all the obligations of the government and the banking sector. Moreover, to pursue in the criminal investigation of the finance of central bank (other public institutions later) in order to estimate the value of total losses and to share most of its burden with the banking sector and senior depositors who benefited through years from the previous political finance and credit.
10-Oblige the central bank to reduce the financial support for merging many banks and this should be accompanied with the agreement of ministry of economy and finance.
11- Impose on the central bank to follow a transparent policy and to allow the court of audit to supervise its balance and to cease its financial contributions to media, social institutions, and individuals.
12- Setting laws to prevent the pricing of commodities in dollars, the tuitions fees of schools and universities, and bills of hospitals and mobiles according to the credit and money loans and the consumer protection law.
Education is a right declared by the law of International Rights in the code of 27. Because of this, it should be free, obligatory, and advanced.
1- Education should be obligatory and free for all classes to maintain equality.
2- Enhance public schools to compete private ones and to open teachers’ college to prepare new teachers.
3- To develop the traditional educational curriculum which is the same for twenty years and take care of the Arabic language since it is the mother tongue of all Lebanese citizens.
4- Enhance the vocational public education regarding the needs of the market needs.
5- Enhance more supervision on the private education.
6- To unite all the staff of the. To limit the number of the teaching period according to the stages. The unity of the staff leads to reducing the buildings of schools. Also, to reduce the number of the administrators in schools and benefit from all the abilities of the teachers.
7- Cease hiring contract teachers through an annual competition held by civil service.
8- To teach one history book in all schools and to make changes on the civil educational book to enhance the national belonging of the students to introduce the students to his\her responsibilities and rights and other laws of citizens and leading to strengthening the solidarity between citizens regardless any kind of radicalism. Additionally, to improve analytical and critical minds of learners and to shed the light on the importance of intellectual freedom with respecting the cultural values.
9- Restructuring the ministry of education and higher education and amending its faculties to fit in the modern development and preventing the inter-reference of the powers of its faculties.
10- To launch a political educational plan imposed on all ministries taking into consideration the national and independent goals and developing the ministry of youth and sports in which it supports the role of youth in all fields.
Lebanese University:
1- Enhance the role of the Lebanese University liberating it from any political power and setting new laws to develop it.
2- Give sabbatical annual leaves to the Lebanese University professors and declare the financial and intellectual independence of the latter. Additionally, to enhance cooperation of researches between universities and the trade, industrial, and agricultural chambers to provide the job market with needed jobs.
3- To build a university compound in all the provinces to enable the Lebanese University play a crucial role in uniting all the citizens.
4- To give the priorities to the graduate of Lebanese university in public jobs.
In order to establish a system of social and health reform which guarantees citizens their rights of education, work, medical care, housing, retirement, and protecting the environment for all Lebanese citizens.
1- Combating unemployment and deleting taxes for all companies that hires youth.
2- Impose taxes on the foreign employees except workers in construction and agricultural sectors and to use the income of the aforementioned sectors to aid unemployed citizens.
3- Reinforce housing loans for youth with low interest and to cover more beneficiaries and to build communal housing compounds for youth.
4- Launching laws providing social security health for all Lebanese citizens by supporting all public hospitals and issue health insurance card.
5- Unite all the social insurance funds.
6- Amendment of social insurance fund and to expand its umbrella to cover old age security.
7- To set a plan for political housing based on realistic perspective.
8- Supervise employers who passed in the civic service competition.
9- Improving public transportation and building a coastal train.
10- Setting plans for supporting deprived families
11- Amending and activating the regulations and plans that target addiction, aiming at mainstreaming addicts in their communities
12- Setting a clear strategy for stable development, for promoting infrastructural services in the countryside, and for prioritizing the most unprivileged regions
13- Improving the status of prisons and stressing timely legal proceedings, especially female prisons
14- Ensuring the generation of rules that nurture and secure the rights of people with special needs, amending them, and refining them
15- Disseminating and amending necessary rules and regulations that enable Palestinian refugees to survive a decent living and providing them with the legitimate rights leading no discriminatory attitude yet confirming our rejection to all forms of settlement
16- Finding imperative solutions for the return of the Syrian refugees to their homeland
1. Proposing rules and regulations that protect women, secure their legitimate rights, empower them, and fight all discrimination forms against them
2. Assuring the adjustment of the citizenship law, so Lebanese women, equally to men, have the right to entrust their nationality to their children
3. Asserting the adjustment of the rules and decisions that guarantee mother’s custody of her own children after divorce
4. Establishing and amending regulations that enhance the procedures of legal protection against domestic violence
5. Establishing a rule that defends women against abuse on media, advertising, and marketing
6. Utilizing the items of the document of National Youth Politics that was approved by the Lebanese Government in 2012
7. Developing and activating the plans concerned with limiting the immigration of intellectual youth potentials and enhancing individual youth initiatives about agriculture, economy, and technology
8. Providing financially feasible accommodation to the youth, especially those of eligible low income by constructing houses with facilities and thoughtful compensations
1. Setting a well-defined national and environmental plan which controls pollution and enlarges green areas along with founding a radical solution for the crisis of both groundwater rivers pollution
2. Construction of dams and lakes to produce drinking and watering water for the farmlands
3. Taking out toxic waste from the Lebanese territories, stopping pollution, and imposing fines on violators(Imposing “Violators Pay Fines”)
4. Lifting trespasses on river properties
5. Preventing the use of agricultural pesticides that trigger diseases
6. Employing a timely plan and a restricted censorship to clean the Litani River and to fine violators
7. Creating a well-planned proposal provided with needed abilities and equipment to control fires and employing civil defense volunteers
1. Embracing the issues of immigrants and benefiting from their potentials as a powerful factor of Lebanese status worldwide
2. Collaborating with the respective ministries to prioritizing the issues of migrant workers and facilitating their personal status transactions in the countries they reside at
3. Drafting conventions and legislations that secure and foster the residence of Lebanese citizens in these countries
1. Following up on accomplishing the Governmental West Bekaa Hospital at Jeb Janin and eliminating any obstacles which would prevent that, in addition to supporting other governmental hospitals in Kherbet Kanafar, Machgara, and Rachaya so that they are able to provide best medical services
2. Tackling the issue of wastes in the area and resuming works at the recycling factory, ensuring its environmental validity in addition to creating a special sector for recycling organic wastes into beneficial agricultural fertilizers
3. Solving the issue of pollution in the Litani River and stopping all violations against it regardless of their sources
4. Following up on the Bekaa tunnel project that was ratified by the Lebanese Parliament yet not being activated till today
5. Working with the relevant authorities on improving the conditions of the public roads in the Bekaa area to meet public safety measures and easing transportation to and from Bekaa
6. Working on rehabilitation and revitalization of farmlands in the Bekaa area, especially mountain areas
7. Drafting a plan that can reduce eroding of farmlands for the sake of construction and collaborating with civil regulation to increase the factor of investing in villages and providing appropriate infrastructure for the adjoining mountains
8. Stressing facilities for exporting Bekaa agricultural products to Arabic and universal markets, in addition to reviewing all conventions that may hinder this process
9. Supporting decent and appropriate living for farmers by boosting their stability and connection to their lands and avoiding material damage
10. Following up on establishing an industrial city in Bekaa that encourages the industrial cycle, funds the construction of small industrial projects, and enhances individual initiatives
11. Establishing a free trade area that attracts investments, aiming at nurturing the economic cycle in the area and limiting immigration to the city
12. Continuing with the campaigns that we started years ago on tree planting of public roads, which connect villages together
13. Working with enthusiasm and transparency on ensuring electricity supplement fairly and continuously to our area in accordance to the future conditions of production factories and in balance between thermal power plants and hydroelectric factories
14. Activating and developing our institutional efforts, such as troops of snow, fire, scouts or environment for serving our people and community in the area
15. Enhancing the work of Abdul Rahim Murad’s Institution for Charity to reach out to a larger scale of our community
16. Continuing with holding the programs of scholarships in our educational institutions at schools and university levels, trusting out motto “Education for All”
17. Launching Al Ghad Al Afdal healthcare institutions for providing necessary care to our people during these current difficult times
18. Completing the work on the social, tourism, and athletic projects (the foster house of elderly people, the heritage village, and Bait Jiddi) that weren’t completed due to the exceptional pandemic and financial conditions
Lastly, our people in Lebanon and in Bekaa,
We have been beside you in the journey of construction and for decades and throughout the diverse conditions that our country and people have encountered. Today, as yesterday and tomorrow, we will be together despite all hardships and consequences of any warrants. You are the resemblance of loyalty, and loyalty shall be bestowed on you. With you being there always, we will proceed with our mission towards a better future.
